PROBLEM TO BE SOLVED: To obtain the motive power by buoyancy by efficiently rotating and driving a hydraulic turbine by utilizing the pumping pressure generated by buoyancy. SOLUTION: A hydraulic turbine 6 for generating power is connected to an upper opening-side of a pipe-type water tank 1 through a guide pipe, an injector valve port 7 is formed on an upper sidewall face of the water tank 1, a water pressure sensor 8 is mounted on a lower sidewall face of the water tank 1 for closing the injector valve port 7 when sensing a predetermined water pressure in the water tank 1, and a floatation body 2 generating the water pressure by being floated by self-buoyancy and rotating and driving the hydraulic turbine 6 is mounted in the water tank 1 in a state of being submerged under water. At a bottom part in the water tank 1, provided is a connecting means 3 for holding the floatation body 2 fallen and returned by gravitation on the bottom part of the water tank 1, and releasing a holding state by buoyancy of the floatation body 2 itself, by generating the water pressure by water injection into the water tank 1, or by operating when the water pressure is sensed.
