<p>PROBLEM TO BE SOLVED: To obtain hot water by constitution at a low cost by utilizing the energy of solar rays applied to a packaging plate for a roof, and to prevent the leaking of rain. SOLUTION: Each of a plurality of the packaging plates (6) is composed of plate sections (6c) for covering water tanks (18) and extending sections (6d) further extended in approximately the same width as the plate sections (6c) from the plate sections (6c). Supports (14) are fixed onto a backing material (2) by fixtures (22) together with the extending sections (6d) from the upper sections of the extending sections (6d) of the packaging plates (6) on one sides in the mutually adjacent packaging plates (6) and (6).
