PROBLEM TO BE SOLVED: To provide an inductance element and a passive circuit device that can realize a transmission characteristic of wide dynamic range and low distortion factor while keeping a required inductance value regardless of comparatively small weight and small size. SOLUTION: This inductance element 10 is formed by winding a soft magnetic core 20 with high magnetic permeability into a closed magnetic ring circuit P and by winding a coil 30. The ratio of the length of a longest closed magnetic circuit P2 to that of a shortest closed magnetic circuit P1 is set to 1.3 or less, and, if necessary, the ratio of the thickness of the closed magnetic circuit P to the width thereof is set to more than 3 but less than 10.
