PROBLEM TO BE SOLVED: To obtain a greening base material as effective fermented compost by promoting fermentation of tree crushed chips in a short period. SOLUTION: The method for producing a greening base material comprises bringing to crushed chips an impediment material such as branches and leaves and stubs produced along with the development of mountains, forests and fields, and the like, depositing by mixing the chips with dehydrated cake as spawn treated by an active sludge method, preferably dehydrated cake of a food manufacturing factory, a food residue containing protein, preferably bean curd refuse and a porous foaming material or a porous burned product for recycling, preferably paper sludge, doing aeration from the bottom of the deposited product with a doubly perforated pipe, and coating the resultant product with a plastic sheet in a low temperature to promote fermentation. The method for creating greening base comprises mixedly stirring the material thus obtained with unfermented crushed chips and spraying the resultant product with a spray machine.
