PROBLEM TO BE SOLVED: To provide a flexible PTC sheetlike heating element by combining a flexible porous body, flexible electrodes, and flexible PTC resistors. SOLUTION: The flexible electrode 2 and the flexible PTC resistors 3 are provided from the surface to the inside of the flexible porous body 1 and the relative position relationship of both is kept and thus the heating element with high reliability can be provided.
