PROBLEM TO BE SOLVED: To properly manage processing timing according to time while minimizing increase in the circuit scale, considerably reduce a data quantity storing decoding information and display consecutive moving pictures. SOLUTION: In a step S33, decoding of cut-out coding data until final display image data of the cut-out coding data is confirmed, and in a step S34, a decoder 5 decodes the cut-out coding data by one frame receiving a control signal from a control section 8 and provides an output of the decoded data to a frame memory 6. In a step S35, the decoder 5 decodes a cut-in coded data. In a step S36, if a succeeding frame pulse received from a timer 3 is within one frame time the process advances to a step 37. In the step S37, whether or not decoding of the cut-in coding data is completed is confirmed, and if not completed, and the decoding of the cut-in coding data continues until the one frame time is completed.
