PROBLEM TO BE SOLVED: To provide a new form of catalyst to promote hydrolysis and condensation of a hydrolyzable silyl group-containing compound, more particularly to provide a catalyst capable of imparting the appearance having good viscosity characteristics, weatherability, stain resistance and gloss when used for a water- based coating containing a hydrolyzable silyl group. SOLUTION: A uniform dispersion comprising the emulsion obtained by co-emulsion polymerization of a nitrogen-functional group-containing vinyl monomer with another vinyl monomer and an organic acid-based compound having low solubility in water is used as a curing agent for a water-based coating comprising a hydrolyzable silyl group-containing compound, in particular, a hydrolyzable silyl group-containing resin emulsion.
