PROBLEM TO BE SOLVED: To provide a steel plate vibration control damper easily applied to a reinforced concrete structure and having superior construction efficiency, and a vibration control structure using the steel plate vibration control damper. SOLUTION: This steel plate vibration control damper 1 is so constructed that a pair of steel plate vibration control dampers 1a for end parts are disposed on the same flat surface, and the sides are integrated with each other with a vertically disposed rib plate 8 interposed between them. The steel plate vibration control damper 1a for the end part is formed by a shearing deformation panel 5 made of dead soft steel, an upper body fitting plate 6 and a lower body fitting plate 7, which are integrally provided on the upper and lower parts of the panel, and a rib plate 8. The upper body fitting plate 6 and the lower body fitting plate 7 are formed longer sideways than the shearing deformation panel 5, and the end parts 6a, 7a thereof are projected over the side 5a of the shearing deformation panel 5. A plurality of bolt holes are provided in parallel with the width direction, and the rib plate 8 is provided on one side 5a of the shearing deformation panel 5.
