PROBLEM TO BE SOLVED: To provide a film manufacturing apparatus equipped with a roll cleaning means for manufacturing a thermoplastic resin film of high quality having no surface flaw with good productivity, and a film manufacturing method. SOLUTION: In the film manufacturing method for manufacturing the film while irradiating the surface of a roll used for manufacturing the film with ultraviolet rays to remove the deposit on the surface of the roll, the roll is irradiated with ultraviolet rays using an excimer UV lamp having at least a part having no electrode present at a part on the side of the ultraviolet irradiation surface thereof and the distance between the excimer UV lamp and the surface of the roll is not more than 50 mm.
