SOLUTION: When a command of starting a video-recording and reproducing program for video recording is checked, a reserved video recording setting program 384 sets a value indicating the start of the video recording and reproducing program 381 is set to a start flag of a reservation monitoring program 385 when video recording is started. When the value indicating the start of the video-recording program is set to the star flag and the reserved video recording is started, the reservation monitoring program 385 starts the video-recording and reproducing program 381 when the program is not executed.
