PROBLEM TO BE SOLVED: To realize various communication service functions by an operation for changing-over communication services through the use of the enciphering function of a radio communication packet. SOLUTION: An access point is provided with a function for checking existence of application of an enciphering function (WEP) at every radio communication packet and deciding the packet communication service based on the application state. The access point is provided with a wireless LAN packet processing part 23 including a function for checking presence of application of WEP in a reception packet from a radio terminal.
