PROBLEM TO BE SOLVED: To restrain generation of a side arc. SOLUTION: For a twin torch plasma heating device, a cathode side plasma torch is composed of a cathode electrode radiating a plasma arc from its top end part toward an object, a cathode side nozzle covering the side surface of the cathode side electrode in a state of electrically floating, and a cathode side shield means covering the side surface of the cathode side nozzle, electrically insulated from the cathode side nozzle; and an anode side plasma torch is composed of an anode electrode radiating a plasma arc from its top end part toward an object, an anode side nozzle covering the side surface of the anode side electrode in a state of electrically floating, and an anode side shield means covering the side surface of the anode side nozzle, electrically insulated from the anode side nozzle.
