PROBLEM TO BE SOLVED: To reduce bearing pressure of a rotational supporting surface of a rotational transmission member and to reduce a moment load generated when regulating relative rotation of a rotary member and the rotational transmission member in a valve opening and closing time control device. SOLUTION: A groove arranged at a peripheral end of a projected part of a first rotary member rotatably supported relative to and by a periphery of a second rotating member for closing and opening the valve is formed only on a part in the axial direction of the first rotary member of the valve opening and closing time control device.
