PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine with a main exhaust passage and a bypass exhaust passage to be connected to an exhaust pipe and with exhaust gas purifying means in the bypass exhaust passage, avoiding distortion due to thermal stress with a temperature difference produced between mutually displaceable double-structure cases forming the main exhaust passage and the bypass exhaust passage. SOLUTION: A second cylindrical case 56 forming the main exhaust passage 56a and a first cylindrcal case 54 forming the bypass exhaust passage 54a are constructed to be fixed to each other at an upstream position and freely displaceable at a downstream position in mutually contacting or separating relation.
