PROBLEM TO BE SOLVED: To provide a wave dissipating apparatus for marine structure cargo handling, which damps waves from outside a harbor, alleviates rocking of a marine structure, and allows effective cargo handling even in inclement weather. SOLUTION: The wave dissipating apparatus for marine structure cargo handling is available when cargo handling is carried out by anchoring a marine structure 11 at a cargo handling quay 12, and it is comprised of a rubber bag 13 which is sunk on the sea floor near the cargo handling quay 12 and has a width longer than the transverse width of the marine structure, and an air supply means 14 for supplying air to the rubber bag 13. Before the marine structure is anchored for cargo handling, air is filled in the rubber bag 13 to inflate the same, and a distance between the rubber bag 13 and the sea level is made smaller than a distance between the sea floor where the rubber bag 13 is not present and the sea level, whereby waves against the quay 12 at which the marine structure is anchored is made smaller.
