PROBLEM TO BE SOLVED: To realize autonomic traffic control and active load distribution corresponding to the traffic. SOLUTION: A main unit sets the identification number of its own router device (S101), and transfers route information with the other router device (S103), and extracts the identification number of the other side router device (S105). Also, the main unit reads a control mode (S109), and obtains the statistic of a communication parameter (S111), and calculates path costs (S113), and prepares a router information chart (S115). Afterwards, the main unit decides a master router capable of minimizing the path costs in the route information chart (S117), and prepares a router identification chart (S121) in the case of the master router, and generates a control signal (S123), and inserts the router information chart, the router identification chart and the control signal into a packet, and transmits them to a salve router (S125).
