PROBLEM TO BE SOLVED: To save a trouble on voters in voting and to improve the efficiency in voting by excluding a ballot, and to relieve the congestion of a sale window and an automatic vending machine. SOLUTION: A bar code conversion software for converting a voting template and the voted contents inputted by using the template, into bar codes is downloaded from an application server 1 to a portable terminal 3 with respect to the request from the Internet connection service by means of the portable terminal 3 owned by the voter. In the portable terminal 3, the contents of voting inputted by the voter is converted into the bar code by the bar code converting software, and stored in the portable terminal 3. Then the stored bar code is displayed on an image plane of the portable terminal 3 to be read by a voting card issuing machine 2, and the voting card reflecting the contents of voting is issued. |
