PROBLEM TO BE SOLVED: To provide a developing solution for a photosensitive planographic printing plate capable of satisfying both stains in printing and printing resistance and capable of improving even processing stability under a pH change and to provide a method for making a planographic printing plate. SOLUTION: The developing solution for a photosensitive planographic printing plate contains a nonionic surfactant and/or an anionic surfactant, a weak acid or its salt having a dissociation constant pKa of 10-13 and a compound of the formula (R<1> )(R<2> )N-X-OH (where R<1> and R<2> are each the residue of an organic group and X is a divalent linking group) and has pH 11.5-12.8. A photosensitive planographic printing plate obtained by disposing a photopolymerizable photosensitive layer comprising a compound having at least one ethylenically unsaturated bond and a titanocene initiator is exposed, washed, processed with the developing solution, washed again and coated with >=0.02 g/m<2> (on dry mass basis) desensitizing agent comprising (a) 0-3 mass% gum arabic and (b) 5-30 mass% modified starch. |
