PROBLEM TO BE SOLVED: To prepare a flooded-cooler employing a chlorofluorocarbon-base refrigerant, which is not necessitating any oil returning device nor liquid level control while a smaller amount of refrigerant is necessary. SOLUTION: A system wherein a liquid tube 9 to be cooled is contacted closely with the bottom surface of a refrigerant pipeline 8 and flooding function is added to a duplex tube type cooler 7 employing the upper part of the refrigerant pipeline 8 as the passage of refrigerant gas while oil is returned by natural dropping is adopted.
