<p>PROBLEM TO BE SOLVED: To provide a new system or the like for collecting and providing a situation of confusion, action tendency, etc. SOLUTION: For example, a portable terminal 100-1 receives a signal transmitted from the information collecting equipment 200-1, and transmits identification information of a user of the terminal 100-1 to the equipment 200-1 ((a) of Fig. 1). The equipment 200-1 receives the identification information ((b)), and then transmits the information to the information providing server 300 ((c)). The server 300 which receives the information performs statistics, analysis, etc. ((d)), and outputs information obtained as the result ((e)-(g)). For example, by outputting the number of identification information (the same identification information is not counted) which information collecting equipment transmitted for past one hour, the situation of confusion in the vicinity of the information collecting equipment can be notified.
