PURPOSE: An energy saving device for controlling information of an optical filter having an infrared range and a visible range and a semiconductor of excited energy balance energy and an apparatus and a method for fabricating the same are provided to reduce energy consumption by economizing electric energy with a physical analysis method. CONSTITUTION: A circuit A has the first to the fourth diodes(8-11) for performing a rectifying operation and removing an inductive failure wave and a plurality of resistors(12-17) and a plurality of capacitors(18-21) for interchanging a specific signal and a specific energy. The circuit A is used for inducing a low voltage. A circuit B is formed with a semiconductor chip MCLR/Vpp input terminal 4(22), an OSC1/CLKIN input terminal 16(23), an input terminal CN1AC220V1(24), and an input terminal CN1AC220V2(25) in order to perform functions of an OR gate, an XOR gate, and a NAND gate. |
