PROBLEM TO BE SOLVED: To provide an inexpensive rotor and a brushless motor, of which the manufacturing cost is made lower than that resulting from a conventional manufacturing method by omitting a process of fixing magnets to a rotor using an adhesive or of fixing the magnets to the rotor by a resin molding. SOLUTION: The brushless motor comprises at least a rotor 10 and a stator having an armature coil generating rotating magnetic fields. The rotor 10 comprises a rotor shaft 11, a spacer 12 integrally arranged on the rotor shaft 11, the plurality of magnets 13 arranged on the periphery of the spacer 12, a nonmagnetic magnet holder 14 having a plurality of press arms 16 for pressing the magnets 13 to the axis of the rotor shaft 11, and a nonmagnetic, cylindrical rotor cover 15 for covering the magnet holder 14 and the magnets 13 and fixing them to the spacer 12.
