PROBLEM TO BE SOLVED: To provide a high performance electrode backing 5 and its manufacturing method in which the backing has good fuel diffusion property and good drainage compared to conventional one, also the backing suppresses penetration of catalyst layer. SOLUTION: In the electrode backing 5 containing a porous conductive sheet 1 comprised of an inorganic conductive fiber, the surface roughness (Ra) of the surface of one side of the sheet 1 on which an electrode catalyst is applied is made not less than 2μm and not larger than 20μm by surface roughness defined in JIS B0601.
