PROBLEM TO BE SOLVED: To reduce generation of an abnormal sound when a rotary arm frequently lifts, and to reduce a cost and a space by restraining an increase in the number of part items. SOLUTION: The rotary arm 18 for rotatably holding a pickup roller 17 is rotatably installed on a shaft 35 of a paper feeding roller 19. The shaft 35 of the paper feeding roller 19 is provided with a first gear 51 for rotating only in the inverse direction of the paper feeding roller 19, and a second gear 52 for rotating only in the same direction as the paper feeding roller 19, and is provided with a first rack 75A for meshing with the first gear 51, and a second rack 75B for meshing with the second gear 52, and is provided with a movable lever 73 for lifting the rotary arm 18 by sliding by receiving torque from the first and second gears 51 and 52.
