A dielectric barrier discharge plasma cell that generates a uniform, non- thermal plasma that is effective at neutralizing harmful agents. The cell is able to genera te a uniform non- thermal plasma because it reduces arcing by controlling the distance between the conductor and dielectric, applying a low frequency alternating current voltage to the cell , and carefully applying the layers to the conductor and dielectric.
