PROBLEM TO BE SOLVED: To provide a concrete spraying device and a lining method, which make shotcrete placed on a wall surface excavated by a tunnel boring machine. SOLUTION: A spraying truck unit 8 is moved by a traveling vehicle body 9 in order to reach a desired position from a storage position. Paired outriggers 12 overhang in the cross-sectional direction of a tunnel, so that the truck unit 8 can be made stable on a track 7. A guide ring 10 is pointed in the cross-sectional direction of the tunnel, and a telescopic arm 15 is extended in the circumferential direction of the tunnel in accordance with a range for desirably placing the shotcrete in the circumferential direction of the tunnel. After that, the shotcrete is placed on the excavated wall surface of the tunnel by means of a spraying nozzle 11 which is provided on an outer peripheral surface of the guide ring 10. The spraying nozzle 11 makes the shotcrete placed, while freely moving on the outer peripheral surface of the guide ring 10 and that of the telescopic arm 15.
