SOLUTION: In the column and beam connection part of a steel frame structure or a CFT structure, a length H of the thickness direction of a beam joining face in diaphragms 3, 5 is set larger than a thickness Hb of beam flanges 7a, 7b, 9a, 9b, and the diaphragms 3, 5 and the beam flanges 7a, 7b, 9a, 9b are attached to be made eccentric in the vertical direction. In addition, the upper faces of the upper flanges 7a, 9a on beams 7, 9 are made flush with the upper face of the diaphragm 3. Furthermore, the upper faces of the lower flanges 7b, 9b on the beams 7, 9 are made flush with the upper face of the diaphragm 5.
