PROBLEM TO BE SOLVED: To provide a radio terminal with an asymmetrical communication service by making it possible to perform corporation operation between a network of the existing mobile communication system and a network of a new mobile communication system and utilizing these different networks. SOLUTION: The path controller transmits information to the radio terminal via the existing low-speed mobile communication network in the case the radio terminal is not communicable through a high-speed mobile communication network, and switches a communication path for transmitting the information to the radio terminal to one via the high-speed mobile communication network when the radio terminal is connected to the high-speed mobile communication network.
