A developing device comprises a toner carrier member (15) for carrying a toner (T) to a photoconductor drum by using a traveling−wave electric field, a belt member (16) installed to cover the surface of the toner carrier member (15) opposed to the photoconductor drum (2), a belt drive roller (18) in contact with the belt member (16) to rotate the latter around the periphery of the toner carrier member (15), and a drive auxiliary roller (19) installed to hold the belt member (16) between itself and the belt drive roller (18). According to the above arrangement, it is possible to provide a developing device that is quiet, small−sized, and cost−reducible, and to provide an image forming device having the same.
