The system, for use in a building with at least one room (1, 2, 3), consists of a heating/air conditioning unit (5) delivering an air flow to a distributor (50) with at least one outlet (51, 52, 53) connected to a ventilation duct (10, 20, 30) with a regulating shutter (11, 21, 31) for each room, and a suction network (55, 56, 58) drawing in circulating air and feeding it back to the unit (5). It also has a by-pass duct (40) with a regulating shutter (41), connecting an outlet of the distributor to the suction network, and a fresh air inlet duct (60). The by-pass duct shutter (41) has a minimal opening position to ensure that a given quantity of air is circulated permanently through the by-pass duct, and that fresh air introduced into the system is mixed with the air in the by-pass duct before it reaches the suction network.
