PROBLEM TO BE SOLVED: To provide an exhaust gas cleaning catalyst excellent in cold HC cleaning efficiency, simple in constitution and easy to manufacture. SOLUTION: The exhaust gas cleaning catalyst is used for efficiently cleaning a hydrocarbon discharged at the cold starting time of an internal combustion engine and constituted by forming a hydrocarbon adsorbing material layer and a cleaning catalyst component layer on a honeycomb structure carrier having closed cells at one end in the extending direction thereof. The honeycomb structure carrier desirably has closed cell pair parts wherein the mutual closed ends of the adjacent closed cells at one end of the carrier are arranged in a reversed state. It is more desirable that the all of the cells of the honeycomb structure carrier are constituted of closed cell pairs. A hydrocarbon adsorbing material or a cleaning catalyst component may be contained in the wall parts of the closed cells at one end of the carrier.
