PROBLEM TO BE SOLVED: To improve the performance and toughness by performing a control every sensor cluster of sensors collected every prescribed group, considering the state of other sensors a plurality of the sensors. SOLUTION: This control device comprises two or more observation target area decision apparatuses 1 for inputting management information from a sensor group consisting of the plurality of the sensors 4, calculating the area to be observed every cluster, and outputting the calculation result as observation target area with the management information from the sensor group; a plurality of cluster temporary controllers 2 for inputting the observation target area outputted from the observation target area decision apparatuses 1 and the management information from the sensor group, and calculating and outputting temporary cluster control information for controlling the sensor group and temporary observation area information every cluster; and two or more observation assignment regulators 3 for inputting the temporary cluster control information and temporary observation area information, regulating the observation information between a plurality of the sensor clusters, and outputting the regulated observation area information and cluster control information.
