PROBLEM TO BE SOLVED: To provide a method for generating hydrogen with high selectivity and high efficiency by decomposing hydrocarbon, alcohols such as methanol and a nitrogen non-containing-compound such as water efficiently under a mild condition. SOLUTION: Hydrogen is generated by decomposing the nitrogen non- containing and hydrogen-containing compound using a low temperature plasma.
