PURPOSE: A device and a method for managing a file using a block flag are provided to immediately treat an operation for creating and deleting the file, and formatting a disk on a hard disk in a mobile communication exchanger. CONSTITUTION: The hard disk(100) comprises a boot block region(101) storing the information needed to boot a system, a user data region(102) storing the user data in a sector unit, a bitmap region(103) displaying a physical position of the user data region, a block flag table(104) displaying a plurality of block flags representing a state of each block of the bitmap region, a super block region storing the various kinds of information on the hard disk, and a directory region(106) storing the file information of various kinds of files in the hard disk. A file system(200) carries out the data management operation corresponding to an instruction by receiving a file management instruction from an application program. A SCSI(Small Computer System Interface) controller(300) performs an SCI interface between the file system and the hard disk.
