PROBLEM TO BE SOLVED: To enable to perform processing such as magnification or reduction to data in an excellent way in a state of conforming to a data form of sub pictures. SOLUTION: A sub video decoder 18 decodes pixel data subjected to run length compression for a top field and a bottom field and provides an output for each field, A frame buffer 20 synthesizes decoded data for each field and stores the data in a form of frame data. A sub video image processing section 21 conducts processing such as magnification or reduction under the control of a system control section 15.
