PROBLEM TO BE SOLVED: To enhance the startability of an internal combustion engine by determining a first fuel injection cylinder at the time of starting in a short time. SOLUTION: When fuel is sequentially fed by injection into cylinders C1 to C6 according to a specified order at the start of the internal combustion engine 2, fuel injection is started from the first cylinder C1 when a synchronous pulse P2 can be obtained immediately after a reference pulse P1 is first outputted after the cranking operation of the internal combustion engine 2 and, when a cylinder pulse P3 is obtained immediately after the reference pulse P1 is first outputted after the cranking operation of the internal combustion engine 2, started from a fourth cylinder C4 corresponding to a cylinder pulse P3 thus obtained.
