PROBLEM TO BE SOLVED: To reduce quantity of discharged slime in injection of ground hardening material for forming a hardening material layer for the purpose of ground covering timbering, reinforcing timbering, or stopping water, in which excessive slime to be discharged over ground in such industrial waste requiring a large amount of cost for disposal, and being discharged without effectively utilizing the injected ground hardening material. SOLUTION: In a casing 11 having slit holes 12 for spouting sucked slime at a lower side part, an injection rod 2 provided with a jet nozzle 21 is inserted through the casing to a position protruded from its tip to compose an injection pipe 1, which is inserted to a specified depth in subject ground. High pressure hardening material is jetted from the jet nozzle 21, while the injection pipe is rotated to rise, so that the excessive slime rising due to ground inner pressure is sucked into the casing. It is then spouted around the casing through the slit holes to be agitated by a jet of the hardening material by the following jet nozzle 21.
