PROBLEM TO BE SOLVED: To provide a converter for monitoring information capable of performing the monitoring of a site to be guarded without being influenced by the cut of a wired telephone line when monitoring the site to be monitored in a guard center through the telephone line, and a guard terminal device and guard system comprising it. SOLUTION: The guard terminal device 10 set in the site to be guarded comprises a terminal main machine 11 having a sensor 14 for sensing an abnormality, a terminal-side cellular phone 13 for transmitting the first transmission information outputted from the terminal main machine 11 to the telephone of the guard center 20, and the converter 12 for converting the first transmission information from the main machine 11 to second transmission information inputtable to the terminal-side cellular phone 13. The guard center 20 can receive a report by a cellular phone 23. This guard system 100 is formed of the guard terminal device 10 and the guard center 20.
