PROBLEM TO BE SOLVED: To provide a surface treating method for a heating plate innecessitating cleaning of the heating plate and generating no forming trouble of a carrier tape by preventing a resin from attaching to the heating plate and to provide a packaged item by use of it. SOLUTION: A surface treating method of a heating plate comprises a process of conducting a sand blast treatment to a surface of a heating plate to be used for making a carrier tape with and a process of coating the surface of the heating plate with a fluorine resin or the like.
