PROBLEM TO BE SOLVED: To provide a treating agent for cell seedlings capable of promoting healthy growth of the cell seedlings during growth and promoting root taking and growth of the cell seedlings after planting, a method for treating the cell seedlings and a method for setting the cell seedlings. SOLUTION: This treating agent for the cell seedlings is obtained by dispersing active carbon in water with a dispersant. The method for treating the cell seedlings comprises dipping and/or drenching the cell seedlings with the treating agent. The method for setting the cell seedlings comprises setting the cell seedlings treated with the treating agent.
