PROBLEM TO BE SOLVED: To provide a panel heater capable of preventing a heating medium from leaking from a seal part and a boiler and piping from being damaged by absorbing expansion of a heating medium (heat water, etc.), when the heating medium is contained in a container for heating or expansion of the heating medium due to freezing during a stop. SOLUTION: In a heating medium heating type panel heater, a diaphragm brought into contact with the surface of the heating medium in a heating container having capacity larger than that of the heating medium and a diaphragm is horizontally situated, contact between the heating medium and outside air is cut off by the diaphragm and a gap part is formed between a heating container and the heating medium. Expansion of the heating medium is absorbed through deformation of the diaphragm in the gap part.
