SOLUTION: In this composite oxide powder of lithium and the transition metal, formed by mixing a lithium compound and a transient metal oxide at a specified ratio and baking and crushing the mixture, the pH of pure water obtained with the composite oxide powder dispersed in the pure water (pH 7.3 to 7.5) in amount of 50 times that of the oxide powder by weight, is set to be within the range of 7.5 to 9.0.
