PROBLEM TO BE SOLVED: To provide an apparatus for deciding a counter measure, for on the against the main cause of a fault in a network and for displaying it. SOLUTION: The apparatus for deciding the counter measure comprises a main cause deciding means for deciding the main cause from fault information to be transmitted from a transmitter constituting a communication network, a counter measure deciding means for against the main cause, and a display means for displaying it.
