PROBLEM TO BE SOLVED: To realize a vortex flow generator for an internal combustion engine free from a locking condition even in the holding operation, by improving the driving control of a motor for driving a driving shaft of a valve element. SOLUTION: This vortex flow generator comprises a housing 41 forming an intake air passage to an internal combustion engine, a driving shaft 42 rotatably mounted in the housing, a variable intake throttle valve 4a fixed to the driving shaft for opening and closing a part 41a of the intake air passage, a driving device 2 for driving the driving shaft rotatably in the forward and backward directions, and a drive control device 26, 60 for controlling the driving device. The drive control device controls the driving device 2 to execute the holding operation to constantly rotate the variable intake throttle valve with small torque to hold an opened condition or a closed condition of the variable intake throttle valve after the variable intake throttle valve is rotated to the opened condition or the closed condition, when the variable intake throttle valve 4a is kept in the opened condition or the closed condition, and controls the driving device to be rotated in the direction opposite to the holding operation in a short time with the small torque, when the holding operation is kept for more than a predetermined time.
