PURPOSE: Provided is a water permeable block using rubber chips of waste tires, which is excellent in endurance, water permeability, stability, and elasticity and can be used for building material, especially floor material or a sidewalk. CONSTITUTION: The water permeable block(10) is a three layered structure comprising an upper elastic layer(20), a middle connection layer(30), and a lower support layer(40) in the thickness ratio of 1:2;3 and has holes(21)(41), having a diameter of 0.5-10mm, bored vertically through the structure, wherein the number of the holes(21)(41) is 10-50/20x10x5cm. The upper elastic layer(20) comprises 100pts.wt. of the waste tire rubber chips with 0.6-2mm, 0.1-20pts.wt. of a polyurethane binder, and 0.5-10pts.wt. of a pigment. The middle connection layer(30) comprises 100pts.wt. of the waste tire rubber chips with 3-7mm and 10-40pts.wt. of a mixed concrete comprising cement, sand, and gravel. And the lower support layer(40) comprises 100pts.wt. of the mixed concrete and 0.1-50pts.wt. of a waste aggregate.
