PURPOSE: To provide a reflection type flat cathode-ray tube improved in quality of an display image and provide a manufacturing method therefor. CONSTITUTION: This flat cathode-ray tube is composed by sequentially forming an electrode layer, a reflecting layer and a phosphor layer on the inside surface of a screen panel. The reflecting layer is preferably formed inside the circumference of the phosphor layer. The transfer foil 21 formed by stacking at least the phosphor layer 14, the reflecting layer 13 and the electrode layer 12 on a transfer substrate 22 in that order is prepared, the electrode layer of the transfer foil 21 is stuck to the inside surface of the screen panel 3 by heating and pressing it, and a phosphor surface 6 comprising the phosphor layer 14, the reflecting layer 13 and the electrode layer 12 is transferred by peeling the transfer substrate 22.
