PROBLEM TO BE SOLVED: To provide a developing device capable of preventing the deterioration of developer (toner) and a printing device. SOLUTION: A developing part for the printing device is provided with a metallic layer 43 for emitting electrons to toner by a photoelectric effect by irradiating a toner electrifying roller for electrifying the toner on the developing part 11 with ultraviolet ray, and an ultraviolet ray irradiating device 44 for irradiating the metallic layer 43 with the ultraviolet ray. As for the toner electrifying roller, the electrons are generated by irradiating the roller with the ultraviolet ray, and the electrons are emitted to the toner so as to electrify the toner. Thus, as compared with a device constituted so that the toner may be triboelectrified, the deterioration of the toner and the device is prevented. |
