PROBLEM TO BE SOLVED: To provide an image display medium which can ensure security and a high- speed response and to which rewriting can be repeatedly performed, and to provide an image forming method and an image forming apparatus which permits image formation on the image display medium, and an initialization device. SOLUTION: In an image display medium 10, electrically conductive particles 18 and electrically insulative particles 20 are enclosed between a display substrate 14 having a positive charge transportation characteristic and a nondisplay substrate 16. An electrostatic latent image according to an image is formed on an electrostatic latent image carrier 24. A bias voltage is applied to a counter electrodes 26. The positive charge on the electrostatic latent image carrier 24 (non-image part) charges the electrically conductive particles 18 when the display substrate 14 is transported. The charged electrically conductive particles move to the nondisplay substrate 16 side. In a non-charged portion on the electrostatic latent image carrier 24 (image part), the positive charge is transported to the nondisplay substrate 14 from the counter electrodes 26, and the electrically conductive particles 18 are charged. The charged electrically conductive particles move to the display substrate 14 side.
