PROBLEM TO BE SOLVED: To provide a contents distribution system that allows a viewer to select a frequency and a quantity of advertisement attached to a broadcast program and imposes a viewing charge which varies according to the frequency and the quantity of the advertisement selected by the viewer onto the viewer. SOLUTION: A control section 36 controls and advertisement transmission frequency adjustment section 35 and an advertisement transmission quantity adjustment section 34, so that advertisement information outputted from an advertisement server unit 37 has the frequency and the quantity selected in advance by a viewer. A switcher 33 attaches the advertisement, whose frequency and quantity is adjusted to a broadcast program outputted from a contents server unit 38, and distributes the resulting broadcast program to a client terminal 2 via a network 1. Thus, the viewer can view the program to which the advertisement with the desired frequency and quantity is attached. Furthermore, a broadcast station side can impose a viewing charge which varies according to the frequency and quantity of the advertisement onto the viewer.
