PROBLEM TO BE SOLVED: To provide a greening thermal insulation building material capable of exerting enough thermal insulation effect, and also making it possible to vegetate plants so as to uniformly grow them, each under the condition of being laid on the outside of a building body. SOLUTION: This greening thermal insulation building material 21 has such a structure that a greening layer 26 containing soil 33 for vegetating plants 34 on the surface of a thermal insulation layer 25 comprising hard foams 27, 29 and a waterproof sheet. The other objective method for working the greening thermal insulation building material comprises the following steps: laying the greening thermal insulation building material 21 on the outside of the body 23 of a building 22, and fastening the material on the body 23 using fasteners.
